Equipment standards and weather planning references

Bibliography and planning context, not training, current job authorization, weather clearance or equipment operating instructions.

Equipment-related standards bibliography

The 12 permitted GovInfo PDFs are explicitly the July 1, 2025 annual CFR edition. Current 2026 amendments were not verified: the OSHA/eCFR collection routes were unavailable or restricted in this batch. Use the current official rule and applicable state-plan rules for actual work.

Official weather and climate sources

NWS heat safety

Plan work and shelter around official heat information. Climate normals are not today’s heat exposure or a machine operating limit.

NWS lightning safety

Use official lightning safety guidance and the actual jobsite emergency plan. No machine-specific safe distance or operating threshold is inferred.

NWS flood safety

Flood guidance is a planning reference, not proof a road, trench or site is accessible or safe for equipment.

NWS wind safety

General wind guidance does not replace the actual lift/equipment manual’s limits or local jobsite assessment.

NWS cold safety

Use official cold-weather guidance for planning; no universal equipment winterization procedure is invented.

NOAA U.S. Climate Normals

Historical climate normals describe the annual cycle at stations; they are not a weather forecast or a measured rental-demand signal.

National Weather Service public API documentation

Documented public weather-data access. This release does not promise live alerts, a refresh SLA or a recurring forecast service.

NOAA 1991–2020 monthly station normals

120 station/month rows, 10 stations. These are historical station normals, not citywide conditions, 2026 observations, forecasts, measured rental demand or safe operating thresholds. Temperatures are Fahrenheit; precipitation/snowfall are inches. Source flags and per-measurement years are retained in the feeds; missing/sentinel values remain null, not zero. Station names are source-provided. NOAA measurement flag X means a nonzero value rounded to zero; those cells are marked below. Completeness flags can include estimated missing months, and do not mean every value uses 30 observed years.
